Programme Focus: Rooftops

Mar 5, 2026

Rooftop units are a familiar sight on commercial and industrial buildings, providing heating, cooling and ventilation from a single, compact system. Commonly used in offices, retail, logistics facilities and public buildings, where air recirculation is acceptable, rooftop units offer a practical solution where internal plant space is limited and flexible zoning is required. As energy efficiency and decarbonisation rise up the agenda, the performance of these units is under greater scrutiny than ever before. This is where the Eurovent Certified Performance programme for Rooftops (RT) plays a key role in providing independently verified data for decision makers, crucial in making sustainable, reliable product choices.

Why do we need rooftop certification?

Rooftop units operate across a wide range of conditions throughout the year, yet if product selection hinges on unverified data, or single-point performance figures, there is a risk that claimed efficiencies, airflow rates or heating and cooling capacities may not reflect real-world performance. This can lead to oversized or underperforming systems, higher energy consumption, increased operating costs and difficulty meeting regulatory or sustainability targets.

Voluntary certification - such as Eurovent Certified Performance - provides independent verification of manufacturer-declared performance data. This ensures:

  • Trust and transparency in product performance claims
  • Reliable design data for engineers and specifiers
  • Comparable information across brands, simplifying selection
  • Reduced risk of underperformance or comfort problems once installed
  • Compliance support with building standards and sustainability targets.

Independent certification provides confidence that rooftop units perform as claimed. By verifying key performance data through third-party testing and ongoing surveillance, certification ensures transparency, comparability and trust in manufacturer data. For specifiers, installers and building owners, certified performance reduces risk at every stage - from design and compliance to operation and lifecycle costs - helping ensure rooftop units deliver reliable, efficient performance.

What products are included?

The Eurovent Certified Performance programme scope for Rooftops (RT) applies to air-to-air rooftops and water-to-air rooftops, as defined in EN 14511:2022.

The programme is divided into four sub-programmes:

  • One mandatory sub-programme:
    • Air-to-air units up to 100 kW
  • Three optional sub-programmes:
    • Air-to-air rooftops above 100k
    • Water-to-air rooftops
    • 3 or 4 dampers units.

Desert certification is also included as an option. Units out of Regulation 2016/2281 can be certified with a clear indication of the intended market as “Non-EU.”

Participating companies must certify all units within the scope of the programme that are mandatory. Programme exclusions can be found in the Technical Certification Rules.

What is certified?

For the admission and yearly surveillance procedures, participants with ISO9001 certification will have 10% of the units declared tested by an independent laboratory. Participants without ISO9001 certification will undergo additional tests.

A software audit is organised every year.

Main certified characteristics and acceptance criteria includes:

  • Capacity (cooling and heating) −5%
  • Efficiency (EER and COP) at standard rating conditions and part loads: −8%
  • Seasonal Efficiency (SEER and SCOP, ƞs and Qe) – 0.5%
  • A-weighted sound power level +2 dB (A)
  • Auxiliary power +10%
  • Minimum continuous operation Load Ratio: Lrcontmin + 10%, CCPLrcontmin -10%.

What are the testing standards?

Rooftop units certified under this Eurovent Certified Performance programme are tested to:

  • EN 14511
  • EN 14825
  • EN 12102
  • SASO 2874, GSO 03, SASO ISO 13253 (Desert Certification)

Recent developments

Desert Certification

The Desert Certification option is now available for rooftop units. Designed specifically for Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE, the Desert Certification option tests products at T1 (35°C), T3 (46°C), and operability at 52°C, with even harsher conditions for Kuwait. It also introduces the Desert Seasonal Energy Efficiency Ratio (DSEER), a metric that reflects real-world, part-load conditions, providing more accurate data for specifiers, developers, and end users.

Alignment with ETL criteria

Manufacturers can now use their Eurovent Certified Performance for Rooftops test reports to apply for free to the UK Energy Technology List (ETL), provided the products meet its strict energy performance criteria. The Energy Technology List is a scheme for the UK market featuring around 8,000 independently verified and accredited energy efficient products across 65 sub-technology groups, backed by the Department for Energy Security and Net Zero (DESNZ).

Why choose Eurovent Certified Performance?

Eurovent Certified Performance for Rooftops offers a comprehensive, independent and impartial certification programme, which goes far beyond laboratory testing alone.

This programme includes:

  • Independent laboratory tests
  • Selection software audits
  • Full analysis and validation of all supplied data (including marketing materials)
  • Surveillance process to ensure continued conformity.

Evaluation protocols are uniform to ensure the certification process is fair and equal for all manufacturers. Eurovent Certification:

  • Evaluates rooftop units according to the same criteria
  • Expresses results in the same unit of measurement, regardless of the country where the products are manufactured or marketed
  • Ensures all products within the programme go through exactly the same certification and surveillance process
  • Impartiality standards are kept high as manufacturers and laboratories have no direct contact, keeping the process clear of any bias.

As all rooftop units go through the same process, decision makers can directly compare this data when making product decisions, via the free to access certified product directory.
